Job Description
 
Performs administrative and professional work involving the quality control of Facilities Operations' programs on behalf of the City of Orlando. An employee assigned to this classification is responsible for planning, directing, and coordinating activities to ensure projects are accomplished within prescribed time frame and funding parameters. Work is performed under the general direction of the Facilities Project Manager. Performance is reviewed on a periodic basis through both formal and informal meetings and reports.

Minimum Qualifications:

Bachelor's degree in Civil Engineering, Architecture, Construction Management or Business Administration and four (4) or more years experience in the area of design and project management; or an equivalent combination of education, training, and experience. A valid Florida Driver's License is required.
 
Responsibilities

Analyzes and defines the scope and budget of projects with client divisions.

Writes City Council agenda items to obtain authorization to negotiate with consultants.

Sets-up and holds meetings with consultants to negotiate terms and conditions of contracts.

Reviews plans, specifications, and construction cost estimates with various City divisions.

Collaborates with Purchasing during the bidding process which includes advertising for bid, evaluation, recommendations of award, and issuing notice of award to consultants and contractors.

Monitors and approves construction activities such as change orders and pay estimates.

Develops schedule of construction project as a whole and in relation to specific job tasks.

Manages consultant contracts to ensure adherence to scope and resolution of design conflicts.

Interviews and thoroughly reviews firms' qualifications information for the ranking of proposals.

Utilizes RS Means software for construction project estimating and cost verification of each individual contractor’s proposal.

Develops and manages budgets related to capital improvement and/or renovation projects.

Processes and tracks invoices for construction projects and for annual preventative maintenance programs.

Monitors City vendor contracts for life safety (Cintas Fire and Burglar Alarms) during normal business hours as well as after hours and weekends.

Leads or participates in committee meetings for Department as well as other departments throughout the City.

Requests and reviews architectural, structural, civil, electrical, mechanical, and infrastructure drawings at all phases of the project (5%, 30%, 60% 90% and 100%).

Maintains SEE ART contract and sculptures for the City.

Performs special/time sensitive projects that involve City Officials and Commissioners.

Participates in City designated historical preservation projects.

Works closely with all departments throughout the City.

Oversees and manages construction and renovation projects with budgets that may even exceed one million dollars on a regular basis.

Performs other duties as assigned.

 

 

 

 

 

 

 


KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of surveying techniques.

Knowledge of the latest civil engineering methodology.

Knowledge of local ordinances and permitting requirements.

Skilled in the use of Computer Aided Design and Drafting (CADD) and other software programs such as Word, Excel, Microsoft Project, Power Point, and ARCHIBUS.

Ability to use the internet to communicate with consultants and contractors.

Ability to deliver quality projects on time and within budgets.

Ability to operate personal computers.

Ability to simultaneously handle multiple projects.

Ability to communicate effectively, both orally and in writing.

Ability to present projects in a public forum.

Ability to develop and manage project scheduling and budgets from inception to completion.

Ability to organize and prioritize multiple tasks.

Ability to perform construction inspections, which may involve standing, walking, bending, and stooping.

Ability to effectively conduct negotiations with current and perspective consultants, which may involve speaking and hearing.

Ability to work in confined areas as well as around excessive noise and at heights.
