Job Description
 
Performs administrative professional work assisting the Code Enforcement Assistant Division Manager in the development and implementation of operational policies and program objectives for the Code Enforcement Division. Work includes managerial tasks and involves supervision, coordination, and direction of subordinate supervisory personnel responsible for the enforcement of minimum housing, land development, lot cleaning, and parking enforcement codes. Work is reviewed by the Code Enforcement Assistant Division Manager through conferences, observations, analysis of reports, and evaluation of results obtained.

Minimum Qualifications:

Bachelor's Degree in a related field and four (4) years experience in building inspection, housing inspection, or zoning inspection, two (2) years of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. Valid Florida Driver's License and Parking Enforcement Specialist certification required. Property Maintenance and Housing Inspector certification or equivalent issued by the International Code Council required. Must pass a background check which includes a polygraph.

This position requires occasional evening and weekend work for community meetings and special projects. Will require rotating on-call shifts. Must have strong leadership skills, comprehensive knowledge of municipal codes, and a commitment to community engagement.
 
Responsibilities

Manages, coordinates, and directs the activities of the Code Enforcement supervisors, inspection staff, and office personnel.

Investigates and responds to the Mayor's, C.A.O.'s, Commissioners', citizens’ and employees’ code violation complaints.

Reviews cases with the Mayor's staff, C.A.O., Commissioners, and attorneys; supervises the cases; and provides code interpretation.

Reviews assignments and program activity reports with section supervisors and provides guidance and technical assistance as needed.

Develops and administers annual operating budget.

Reviews and authorizes personnel actions such as selections, promotions, transfers, and demotions; reviews disciplinary actions through documentation and input from supervisors

Prepare monthly and quarterly performance reports.

Reviews and signs all condemnation notices and all Code Enforcement publications.

Evaluates and secures bids for emergency demolitions and monitors the work of the contractor.

Reviews and authorizes purchases and related documents; monitors requests submitted to ensure funds are available prior to acquiring materials.

Attends and makes presentations to City Council, Code Enforcement Board, and neighborhood associations; attends assigned committee meetings.

Conducts frequent inspections and hand delivers Notice of Hearing documents.

Assigns and coordinates special inspections and coordinates target area inspections.

Assists supervisors with preparation of court cases, Code Enforcement cases, etc.

May act as Code Enforcement Division Manager in his/her absence.

Monitors the work of City contractors; receives and approves payment to contractors who perform work for Code Enforcement related activities (i.e. lot cleanings, abatements, attorney fees, etc.).

Responds to emergency situations on a rotating, on-call basis. Activities are typically coordinated with the Orlando Police and Fire Departments.

Oversees the solicitation, awarding, and execution of City contracts related to operations within the Code Enforcement Division. Examples include securement, demolition, lot cleaning, debris removal, and ground maintenance contracts.

Assists supervisors with preparation of court cases, code enforcement cases, After Midnight Sales permit cases, etc.

Reviews cases and liens on properties to recommend settlement actions and foreclosure proceedings.

Responds to public records requests.

Performs other duties as assigned.


KNOWLEDGE, SKILLS, AND ABILITIES:

Extensive knowledge of municipal codes, ordinances and administrative regulations and of the principles and practices of the inspection services and code enforcement field.

Knowledge of construction principles, methods and materials and the ability to read construction and architectural plans and specifications.

Thorough knowledge of modern practices and principles of administrative management.

Knowledge relating to the preparation and utilization of an annual budget.

Knowledge of real estate principles, (i+e+ liens, legal descriptions, deeds, lis pendis).

Knowledge of developments, current literature, and sources of information in the field of construction and inspection.

Stay updated with changes in laws, codes, and industry best practices.

Skilled in the operation and utilization of GIS, mapping display, and also equipment, and decibel meter.

Ability to establish and maintain effective relationships with citizens, staff, City, County, State, and Federal officials.

Ability to operate a personal computer and related equipment.

Ability to communicate clearly and concisely, orally and in writing, enforcing regulations tactfully and impartially.

Ability to stand and walk for extended periods while performing tasks in challenging environments, such as construction sites, demolition zones, or post-disaster areas.

This may include exposure to strong odors, outdoor conditions, and varying weather.

Ability to plan, assign, and review the work of subordinate personnel.
