Performs responsible technical and supervisory work overseeing the Building Plans review section of construction permitting; enforces compliance with Florida building codes by performing a variety of complex and technical duties required to review construction development plans; directs and coordinates a team of professional building code plan reviewers, including building, mechanical, plumbing, and electrical plan reviewers; provides technical advice to superiors, the development community, and the public; and maintains a schedule of building plans review workload to achieve accurate and timely flow of work. Assumes responsibility for troubleshooting the building code review process in order to anticipate and prevent operational problems. Must be able to document number and job type of individuals supervised.
FIRE PLANS REVIEW: Performs responsible technical and supervisory work overseeing the Fire Plans review section of construction permitting; enforces compliance with the Florida Fire Prevention Code and NFPA Life Safety Code by performing a variety of complex and technical duties required to review construction development plans; directs and coordinates a team of certified fire plan reviewers; provides technical advice to supervisors, the development community, and the public; and maintains schedules of fire plan reviewers' workload to achieve accurate and timely flow of work. Assumes responsibility for troubleshooting the fire code review process in order to anticipate and prevent operational problems. Must be able to document number and job type of individuals supervised.
FIRE PLANS REVIEW/EDV LIAISON: Performs responsible technical and supervisory work overseeing Support Services Command and the Fire Safety Division; reports directly to the Deputy Fire Marshal. This position reviews site plans for proposed new projects, construction, renovations, and amendments to approved site plans for compliance with the Florida Fire Prevention Code, NFPA, and the City of Orlando Fire Code amendments. The focus includes such areas as building access for fire apparatus, fire lanes, fire flow, and fire hydrant distribution. As Fire Code Subject Matter Expert (SME), addresses problem areas that may directly impact Fire Department operations and/ or fire safety. Provides technical Fire Code guidance to customers, the City of Orlando Commissioners, Mayors Office, Planning Commission, and various other city, state, and federal agencies. Site visits are included in the consultation to ensure that the requirements of the fire code are met. This position will also coordinate with Fire Department staff regarding aspects of projects from the review phase and post occupancy. This coordination can include such items as access during construction up to parking, hydrant, or Fire Department Connection (FDC) issues post occupancy. Assumes responsibility for troubleshooting the fire code review process in order to anticipate and prevent operational problems.
TRANSPORTATION/SITE: Performs responsible technical and supervisory work overseeing the Transportation and Site Engineering review section of construction permitting; enforces compliance with City of Orlando ESM, Orlando City Code, Florida Greenbook, Florida Department of Transportation (FDOT), Federal Emergency Management Agency (FEMA), Florida Department of Environmental Protection (FDEP), and Water Management District standards by performing a variety of complex and technical duties required to review construction development plans. Directs and coordinates a team of professional plan reviewers, including transportation and site plan reviewers; coordinates development standards and policies with the City Engineer and the City Transportation Engineer; provides technical advice to superiors, the development community, and the public; and manages the schedule, workload and target dates for permits requiring transportation and site-related plan reviews. Assumes responsibility for troubleshooting the City of Orlando transportation and site-related review process in order to anticipate and prevent operational problems. Must be able to document number and job type of individuals supervised.
Minimum Qualifications:
Bachelor's Degree in Architecture, Engineering, or Building Construction and three (3) years of building construction experience, including supervisory experience; or an equivalent combination of education, training, and experience. State of Florida Building Plans Examiner Standard Certification required. Fire/Plumbing/Electrical/Mechanical Certification desired.
FIRE PLANS REVIEWAssociate’s Degree with coursework in Architecture, Engineering, or Building Construction and five (5) years of experience in fire plans review required, including supervisory experience; or an equivalent combination of education, training, and experience. State Fire Safety Inspectors Certification required.
TRANSPORTATION/SITEBachelor's Degree in Civil Engineering or Construction Management plus three (3) years related experience, including supervisory experience; or an equivalent combination of education, training, and experience.

Manages building code/development plans review process; provides supervision and training to Building Codes Plans review personnel.
Provides technical assistance to the Building Official, inspection personnel, and other plans examiners.
Provides code clarification for plans review staff and the development community by interpreting regulations, codes, and state statutes.
Provides help to the development community and the public with expedited plans review; recommends changes needed for code compliance and permit issuance.
Provides internal liaison to TRC and various internal departmental boards; coordinates with the Building Official to ensure integration with departmental goals and objectives.
Manages Building Code Development Plan Review process; discusses high level technical design analyses with architects and engineers; discusses high level technical design challenges; suggests solutions to architects/engineers during schematic and design documents phase of the program; and meets with them as requested to discuss their projects.
May manage the platting and subdivision process.
May enforce code compliance for both simple and complex projects; directs and coordinates plan review teams; and gives technically related advice.
Makes assignments to staff; schedules and established project deadlines.
May assist with AS400 sewer benefits fees.
May accept concurrency applications; issues concurrency verifications and encumbrance letters; processes reservation certificates; and maintains capacity banks.
May host/attend related meetings; prepares various reports
May conduct more complex field inspections of new construction while in process; determines if construction complies with land development codes and other outside agencies’ approved plans; and assists inspectors as need.
May manage the Emergency Responder Communication Enhancement Systems/ERCES program; consults on fire operational access on new project development; conducts Community Risk Assessment Analysis; addresses problem areas that may directly impact Fire Department operations, new building construction, existing buildings, and/ or public safety; assigns and directs the work of development technical review and special projects involving management of inspection staff assigned within the Fire Life Safety Section; and administrates and ensures compliance with various fire codes.
May assist with cases involving appeals.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of Florida building, plumbing, mechanical, and national electrical codes.
Knowledge of engineering practices and design concepts.
Skilled in the use of personal computer in a modern office environment.
Skilled in reading construction prints/plans and interpreting specifications and codes.
Ability to communicate effectively, both orally and in writing.
Ability to relay changes in codes policies, and procedures to appropriate personnel.
Ability to analyze problems and to plan/develop alternatives and solutions.
Ability to exercise sound judgment in explaining code requirements and supervising plan reviewers.
Ability to mediate disputes and complaints of developers.
Ability to schedule and assign work duties, establish performance standards, and conduct employee performance evaluations.
