Job Description

|
Performs managerial and technical work in support of the procurement and contract staff and the Chief Procurement Officer (CPO). Exercises considerable independent judgment when supervising employees, managing the daily process, negotiating contracts, and applying city code, policies, procedures, and federal and state law. Applies the principles of accountability, ethics, impartiality, professionalism, service, and transparency in procurement. Provides direct supervision of procurement operations (goods, services, construction, and professional services) and manages day-to-day operations to ensure effective and consistent workflow. Work is performed under the direction of the CPO. Performance is reviewed through periodic conferences, observations, and analysis of results, reports, and recommendations.
Minimum Qualifications:
Bachelor's Degree in Business Administration, Public Administration, or related business field, four (4) years progressively responsible experience in the procurement and contracting of materials, equipment, and service contracts, two (2) years supervisory experience, and two (2) years experience in governmental procurement; or an equivalent combination of education, training, and experience. Must hold industry standard procurement certification(s) such as CPPB (Certified Public Purchasing Buyer), CPPO (Certified Public Purchasing Officer), CPM (Certified Purchasing Manager), AAP (Accredited Purchasing Practitioner), or CPSM (Certified Professional in Supply Management).

Responsibilities

|
EXAMPLES OF WORK PERFORMED:

Supervises, plans, coordinates, and reviews the work of assigned staff, including managers, supervisors, technical and support staff within the procurement and contracts division.
Makes hire/termination recommendations. Trains, motivates, identifies and resolves issues and conflicts appropriately.
Establishes performance standards, initiates performance appraisals, and administers disciplinary action.
Serves as the project manager for all procurements to proactively manage and track the progress of solicitations, contracts and related activities.
Reviews all solicitations and associated contract documents to ensure the accuracy and soundness of essential legal requirements.
Develops contracts, special clauses, terms and conditions.
Assists in the determination of the appropriate acquisition strategy for various types of procurements.
Oversees the solicitation process, conferences, and award recommendations. Conduct studies, market research, and analyses as required. Prepare and review Council agenda items.
Monitors and evaluates contractor performance.
Develops and maintains a contractor evaluation and compliance system. Prepares appropriate responses concerning contractor disputes.
Coordinates vendor training workshops. Develop training programs for internal customers relating to procurement practices, policy and procedures.
Meets with internal and external customers to provide expert guidance and direction. Provides technical assistance to City officials, employees and representatives of other agencies.
Ensures the emergency management plan is up-to-date. Serves as FEMA Coordinator in the event of an emergency or disaster.
Oversees the contract management program to ensure that contracts are kept current and in conformity with operational directives.
Assists in the development and implementation of new policies and directives. Ensures departments and staff are in compliance with the Procurement Code, policies and procedures.
Maintains sufficient procurement expertise to recommend improvements to streamline business processes and to increase efficiency.
Ensures legal and regulatory compliance which affect federal and state grants.
Assists in annual operating budget development and monitors purchases and expenditures.
Represents and attends meetings on behalf of the CPO.
Provides assistance to the CPO relating to research and special projects, as well as the management of the division’s units, as required.
Provides timely reporting.
KNOWLEDGE, SKILLS AND ABILITIES:
Considerable knowledge of principles and practices of purchasing and contract administration.
Knowledge of the principles and practices of local government processes and financial system.
Considerable knowledge of Florida’s Government in the Sunshine, Florida Public Records Act, as well as other applicable laws specific to government procurement.
Knowledge of dispute resolution and negotiation strategies.
Knowledge of math, algebra, geometry, calculus, statistics, and their applications.
Knowledge of management principles and practices to effectively lead, motivate and challenge employees.
Skill in negotiating contracts and dispute resolution.
Skill in motivating, developing, and directing the work of staff.
Skilled in the use of a personal computer, preparation of reports and identify market trends.
Ability to perform analytical work carefully and accurately.
Ability to develop, process, and evaluate technical and complex solicitations and contracts.
Ability to develop and document processes and procedures.
Ability to apply integrity, judgment, and strong analytical and communication skills in a management role.
Ability to be diplomatic, a team player, and maintain effective working relationships with City officials, employees, and external customers.
Ability to coordinate work and effectively allocate resources among staff and prioritize work under tight deadlines.
