Job Description
 
Performs administrative and supervisory work in the area of Property Control, with primary responsibility for supervising City Stores/Warehouse operations or inventory control functions for City Property. Work involves overall responsibility for the receipt, storing, and issuance of a variety of materials, supplies, and equipment, disposal and distribution of supplies, surplus and obsolete equipment; the development and maintenance of inventory control systems. Work is performed under the general direction of the Materials Management Supervisor with considerable independence. Performance is reviewed through frequent inspections, discussions and analysis of reports submitted.

Minimum Qualifications:

Associate's Degree and two (2) years administrative/supervisory experience in warehousing, property control, materials management; or an equivalent combination of education, training and experience. Valid Florida Driver's License required.

Supervises and administers duties in the operations of Property Control.

Supervises City Department custodians controlling property to include disposal, transfers or sale of obsolete capital.

Responsible to control, purchase and transfer capital assets.

Maintains proper required inventory items to meet various City department needs at the most effective cost possible.

Develops and operates inventory control systems, policies and procedures for all City's capital assets.

Maintains a warehouse for excess, confiscated or abandoned property and determines the method of disposal.

Maintains perpetual inventory control files, and coordinates with management to establish proper stock levels and reordering points.

Plans, assigns, trains, supervises and reviews work of subordinates engaged in receiving, inspecting, storing, issuing supplies and the sale of confiscated material.

Promotes/Markets all public auctions through press releases, media advertising, community and special interest groups.

Supervises and participates in initial, special and annual inventories to include capital assets; identifies inventory and capital equipment by categorizing and determining value and physically tags inventory/equipment for control purposes.

Supervises auction activities by obtaining and assigning personnel for various functions; briefs and assists auctioneer before and during sale; completes necessary documents upon sale of items and handles all banking functions.

Investigates and recommends action concerning loss or theft of fixed assets. Composes memoranda to department heads on loss and/or misplacement of fixed assets.

Receives confiscated and surplus items to make necessary preparation for sale or disposal; prepares for sale of confiscated/surplus items through actions or sealed bid sales by obtaining appraisals; prepares and solicits charitable organizations for donations of clothing, eyeglasses, etc.; solicits for public action concessionaire, portable toilets and land or buildings.

Performs other related duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of principles, practices and procedures for state and local property disbursement and disposal.

Thorough knowledge of warehousing methods, principles and practices, inventory maintenance and control, and office procedures.

Thorough knowledge of materials, supplies used by the departments.

Considerable knowledge of transportation agencies and shipping methods.

Thorough knowledge of department regulations and procedures affecting special materials and goods, and of proper purchasing and requisitioning procedures.

Skilled in the operation of cars, trucks and forklifts.

Position may involve the ability to store, issue and take inventory which involves bending, stooping, reaching and lifting items up to 40 lbs.

Ability to develop and maintain effective working relationships with employees, civic groups, professional vendors, the media and the general public.

Ability to develop participation and interest in public auction sales through public relations and media advertising.

Ability to establish and maintain accurate record keeping systems and purchasing and requisitioning procedures.

Ability to plan, assign, supervise and evaluate the work of subordinates.

Ability to communicate clearly and concisely, orally and in writing.
