Job Description
 
Performs responsible technical and administrative work supervising maintenance projects of City facilities. Primary duties include developing and implementing maintenance and programs for heating, ventilation, air conditioning, electrical, plumbing, and structural care and repair; requisitioning equipment, tools, materials, and supplies; and overseeing the work performed by outside contractors. Work is performed under general supervision of the Division Manager. Performance is reviewed through conferences, condition of facilities, and reports submitted.

ENERGY MANAGEMENT: Performs administrative and professional work related to the installation, monitoring and maintenance of city-wide energy management and renewable energy plan. Responsibilities include overseeing, analyzing, implementing, and measuring the continuous performance of renewable energy assets and building energy consumption. This position analyzes and identifies ways, both technical and procedural, to improve the effectiveness of energy consumption, participates in the preparation and review of cost estimates, specifications, drawings and construction documents for maintenance, repair and alterations of city facilities. The incumbent is responsible for planning, directing and coordinating activities to ensure projects are accomplished within prescribed time frame and funding parameters. Work is performed under the supervision of the Energy Project Manager and performance is reviewed on a periodic basis through both formal and informal meetings and building performance reports.

FIRE DEPARTMENT: Performs administrative and professional work overseeing maintenance projects for the city’s multiple fire stations and other fire department facilities. Primary duties include scheduling of general maintenance, improvements for heating, ventilation, air conditioning, electrical, plumbing, structural care, and repair. Position is also responsible for scheduling of janitorial, painting, water and sewage management, lawn and trail maintenance. Coordinates and with facilities staff and outside service providers. Work is performed under general supervision of the Fire Planning Administrator and performance is reviewed through conferences, condition of facilities, and reports submitted.

Minimum Qualifications:

Associate's Degree or trade school with courses in Facility Management plus four (4) years experience in building construction and maintenance operations for a public facility; two (2) years of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. Required to work evenings, weekends, and holidays as needed. Bachelor's Degree preferred. A valid Florida Driver's License is required.

ENERGY MANAGEMENT: Bachelor’s Degree in Business Administration, Construction Management, Engineering, or related field plus three (3) years experience in at least in two of the following; building construction, building commissioning, electrical/mechanical systems, solar construction; or an equivalent combination of education, training, and experience. Previous building construction experience focused on energy efficiency/sustainability desired. A valid Florida Driver's License is required.

FIRE DEPARTMENT: Bachelor’s Degree in Business Administration, facilities management, or project management plus three (3) years experience in facilities management or building maintenance; two (2) years of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. A valid Florida Driver's License is required.

Develop, implement, plan programs for maintenance and preventive maintenance programs for heating, ventilation, air conditioning, plumbing, and electrical systems as well as structural care for facilities and grounds.

Design and/or construct changes to facilities as needed to improve and prolong the life of City facilities.

Represent manager at various meetings regarding planning and development of facilities; monitor construction, and major repairs and keep management informed of progress problems and related matters.

Consult with architects, engineers, contractors, and managers to provide advice regarding the design, construction, and/or renovation of facilities.

Participate in the development and administration of budget for maintenance projects.

Participate in the coordinantion and scheduling of work requiring outside contractors or additional maintenance personnel.

Perform routine inspections of facilities and equipment to ensure compliance with OSHA, County and related regulations.

Prepare and submit reports regarding maintenance projects.

Perform other duties as needed to facilitate the accomplishment of goals and objectives.

(Energy Management)
Initiates and manages the implementation of Building Automation/energy related projects in accordance with City procedures

Leads the development of graphic programming in all BAS software systems for all in-house projects

Analyzes and optimizes the City of Orlando facilities utilizing the building automation systems

Develops and prepares project and support documents for customer use; coordinates with supervisors and trade shops, reviews, approves and implements Sequences of Operation

Identifies and implements opportunities for building controls, develops scope, procures and manages contractors to complete quality installations.

Provides technical assistance to new construction projects design efforts focused on HVAC and BAS systems.

Participates in the development and administration of budget for Energy Management projects

Participates in the coordination and scheduling of work requiring outside contractors or additional personnel

Performs routine condition assessments of facilities and equipment to ensure safe and functional operations

Prepares and submits reports regarding  building portfolio performance and progress toward Greenworks goals

Performs Direct Digital Control (DDC) service and construction activities with or without direct supervision and/or assistance

Provides guidance and direction to internal and external MEP technicians to resolve issues

Coordinates with Technology Management Division regarding BAS issues

Provides support for technical personnel; resolves complex problems by troubleshooting, analyzing, and modifying the software code as required

Leads energy savings effort through the use of BAS; reduces energy use by troubleshooting equipment; provides guidance to contractors and consultants on best practices for installation and operation of BAS

Performs other duties as needed to facilitate the accomplishment of goals and objectives

Knowledge of advanced mechanical principles as they apply to heating; cooling, ventilating systems, and advanced principles of electricity. Monitors stages of construction when possible violations and defects may most easily be observed and corrected.

Knowledge of City Building Code including Electrical, Plumbing and Mechanical codes and applicable rules and regulations.

Ability to read building plans and specifications.
