Job Description
 
Performs administrative and professional work in the Facilities Management field. Responsibilities include overseeing, analyzing, directing, and planning facilities activities to support the safe and efficient operation of the Families, Parks and Recreation (FPR) Division; the development and administration of a facilities maintenance plan for each FPR facility; and planning, directing, and coordinating activities to ensure projects are accomplished within prescribed time frame and funding parameters. Work is performed under the general direction of the Director of Family, Parks and Recreation. Work is reviewed to determine if projects stay within designed parameters.

Minimum Qualifications:

Bachelor's Degree in Business, Public Administration, Engineering, Construction, or Facilities Management and three (3) years experience in construction, facilities management, or building construction/maintenance, including experience developing and managing spreadsheets and budgetary analysis; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Certified Facility Management (CFM) designation desired.
 
Responsibilities

Develops site maintenance/repair budgets and coordinates with site managers responsible for small facility maintenance/repairs, to ensure quality/timeliness/safety/cost of work is carried out within defined parameters.

Plans, reviews and approves large facility maintenance/construction projects in collaboration with Division Manager and Assistant Division Manager and inspects/oversees large projects to ensure adherence to budget, scope, safety, timeliness and quality.

Develops, and continuously updates project lists, reports and spreadsheets.

Tracks schedule, scope and budget of all FPR facility repairs and projects.

Ensures expenses are appropriately charged to the right budget line items.

Communicates regularly with FPR management and Facilities Management teams to ensure projects are completed timely and in a quality manner and the department stays within budgetary parameters.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of all phases of commercial building design, construction, and maintenance.

Knowledge of local ordinances and permitting requirements.

Knowledge of building systems and components.

Knowledge of ADA and local and state Building Codes.

Knowledge of budget development, analysis, reporting and control.

Skilled in the use of computer software programs such as Word and Excel to analyze and report budget/fiscal information.

Ability to effectively manage changing priorities in an organized manner.

Ability to use the Internet to communicate with consultants and contractors.

Ability to deliver quality projects on time and within budgets.

Ability to communicate effectively both orally and in writing with vendors, contractors and elected officials.

Ability to read and understand as-built commercial construction plans, develop work action plans and monitor work in progress.

Ability to understand life safety and hazardous situations and to develop, track, analyze and report budget/fiscal information.

Ability to develop and manage project scheduling and budgets from inception to completion.

Ability to organize and prioritize multiple tasks.

Ability to perform construction inspections, which may involve standing, walking, bending and stooping.

Ability to effectively conduct negotiations with current and perspective consultants which may involve speaking and hearing.

Ability to work in confined areas, around excessive noise and at heights.
