Job Description

|
Reviews and provides direction on site/development plans. Leads concept planning, designs, secures funding, completed public outreach, manages city boards, manages multi-discipline teams internally and externally, manages consultants, monitors on-site construction, interacts with all external and internal departments and organizations, ensures compliance of rules and regulations and budgets, manages maintenance contracts for certain city properties, and assists with Land Development Code amendments and masterplan design for city initiated projects.
Minimum Qualifications:
Bachelor's Degree in Urban Planning, Urban Studies, Economics, Civil Engineering, Business Administration, or related field plus four (4) years of increasingly responsible experience handling complex community redevelopment, infrastructure or development projects in challenged communities; or an equivalent combination of education, training, and experience. Master's Degree in related area desired, or AICP certification. Demonstrated experience working with infrastructure, planning, transportation, or civil engineering projects helpful. Valid Florida Driver's License required.

Prepares, analyzes, reviews, and edits complex development and/or redevelopment project plans, contracts, and other related documents; ensures that project plans comply with applicable regulations, policies, and agreements.
Reviews community development and redevelopment plans; researches, analyzes, and prepares RFPs, RQS and DSNID documents and sign-offs as appropriate.
Coordinates, administers and implements projects; monitors progress, deals with developers and contractors, resolves problems, negotiates changes, handles budget, and prepares appropriate documentation to ensure compliance with the provisions of redevelopments contracts and agreements.
Provides information to interested parties and officials on community redevelopment project opportunities, assists with grant applications and securing other funding sources.
Participates in the preparation of annual reports to state and federal agencies such as HUD; prepares status reports, and assists with audit activities as appropriate; provides information and responds to difficult and sensitive inquiries and complaints.
Attends various meetings including CRA, DDB, Municipal Planning Board, and various advisory committees; advises officials, developers and other interested parties regarding community planning issues and requirements and may make presentations. Serves as Recording Secretary for the Downtown South Neighborhood Improvement District Advisory Board.
Manages maintenance contracts for several public spaces within the City.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of community development and redevelopment programs, policies and procedures.
Knowledge of urban planning principles and practices, including environmental, zoning and permitting rules and regulations.
Knowledge of funding sources for community development and redevelopment projects such as loans, TIF, and HUD grants such as Section 108.
Skilled in the operation of personal computers.
Ability to communicate effectively both verbally and in writing.
Ability to manage projects including planning, monitoring, coordinating, change management, etc.
Ability to research, solve problems, take initiative, make good decisions and recommendations.
Ability to establish and maintain effective working relationships with staff, developers, contractors, outside agencies, and the public.
