Job Description
 
Performs professional work developing, promoting, and administering neighborhood outreach programs. Primary duties include developing, coordinating, planning, and evaluating various neighborhood outreach programs; providing technical assistance to neighborhood leaders and volunteers in the creation, development, operation, and management of neighborhood associations; conducting training and workshops; serving as a City of Orlando representative to various neighborhoods; and functioning as a liaison between various City departments and the neighborhoods and/or citizens. Work requires independent judgment, extensive knowledge of City codes and policies, and strong communication skills. Work is performed under the supervision of the Neighborhood Outreach Supervisor and requires office and field work. Performance is reviewed through discussions and evaluations of results achieved.

Minimum Qualifications:

Bachelor's Degree in Planning, Public Administration, Public Relations, or related field and two to three (2-3) years experience developing and administering community outreach programs; or an equivalent combination of related education, training, and experience. A valid Florida Driver's License is required. Must pass police background investigation which includes polygraph.
 
Responsibilities

Serves as City representative in assigned neighborhoods, working with neighborhood leadership and residents to promote livable neighborhoods and to establish and maintain a positive relationship with the neighborhoods and City residents.

Plans, promotes and administers neighborhood outreach programs and services designed to maintain the quality of life in City neighborhoods, including forming neighborhood associations, assisting neighborhoods in setting goals and objectives, and utilizing City, County and community agency resources.

Promotes, facilitates and monitors the Mayor's Matching Grants program in assigned neighborhoods, including providing technical assistance in the selection of a project, completion of the grant application, budget development, and coordination of grant implementation and evaluation.

Develops and applies strategies to promote the benefits of formal neighborhood associations; conducts community needs analysis by conducting door-to-door surveys, sending out questionnaires, analyzing survey/questionnaire results and assessing impact on the neighborhood, facilitating informational meetings with residents, etc.

Plans, organizes, and facilitates neighborhood meetings, including assisting neighborhood leaders in preparing meeting notices, agendas and hand outs, contacting and inviting guest speakers, and coordinating meeting location and set-up when necessary.

Prepares monthly activity reports to reflect neighborhood outreach activities and results; prepares informational documents and reports for elected City officials and senior staff.

Consults with and advises City departments, elected officials, and community organizations regarding issues, concerns and potential solutions to neighborhood concerns, issues and problems.

Plans, organizes and manages special projects and events to promote the betterment of City neighborhoods, such as Town Meetings with the Mayor, neighborhood picnics and festivals, and solicits donations and support from area businesses.

Answers questions from neighborhood associations and City residents regarding issues, concerns and problems impacting neighborhoods, specific streets or an individual property, including identifying solutions or serving as liaison between neighborhood or resident and City departments to identify solutions, alternatives, options or resources.

Conducts neighborhood training and workshops and other various neighborhood based community relations programs; assists with planning and implementing the annual NSO Neighborhood Conference and other special events, designs and produces flyers, newsletters, brochures and other promotional materials for neighborhood enrichment and activities; writes articles for Neighborhood Services Office newsletter and neighborhood newsletters.

Performs other related duties as required.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of City Departments and Boards and their respective services, policies and procedures.

Knowledge of Florida Statutes: FS 718 - Condo Regulations; FS 617 - Not For Profit Organizations, specifically 617.301 - Homeowner Associations.

Knowledge of the geographical area and demographics of assigned neighborhoods, including the ability to read and understand density maps, land use data information, growth management plan, etc.

Knowledge of organizational development, team building, volunteer recruitment and management, conflict resolution, and managing and facilitating meetings, including Robert's Rules of Order.

Knowledge of community resources in the public and private sectors.

Skilled in research techniques, reports generation, and project management.

Skilled in public speaking, including making presentations, conducting workshops and presenting ideas and issues clearly and concisely orally and in writing.

Ability to identify neighborhood needs and potential solutions, and to plan, manage and evaluate neighborhood outreach programs and activities.

Ability to establish and maintain effective working relationships with City Departments, elected officials, neighborhood leadership and residents, area businesses, and community and social service agencies, including the ability to remain calm under pressure and deal with angry, frustrated or confused residents.

Ability to operate personal computer, camera, video camcorder, public address systems, and other audio-visual equipment needed to make presentations.
