Job Description
 

Performs responsible technical and administrative work supervising maintenance projects of the City of Orlando facilities. Primary duties include developing and implementing maintenance and programs for heating, ventilation, air conditioning, electrical, plumbing, and structural care and repair; requisitioning equipment, tools, materials, and supplies; and overseeing the work performed by outside contractors. Work is performed under the general supervision of the Division Manager. Performance is reviewed through conferences, the condition of facilities, and reports submitted. Required to work evenings, weekends, and holidays as needed.


ENVIRONMENTAL CONTROL: Performs specialized technical work and research related to environmental testing and reporting, industrial pre-treatment multi-jurisdictional management, industrial surveys, environmental research, and other specialty projects. Responsible for representing the City of Orlando at environmental meetings with EPA and FDEP, as well as developing and implementing sampling and reporting plans. Creates various reports under the direction of the Environmental Manager and Supervisor. Assists the Environmental Supervisor with training new employees, filling out DMRs, recommending and requisitioning environmental equipment and sampling tools, and overseeing the work performed by outside laboratories and contractors.


PROCUREMENT: Performs professional and technical work in the Procurement and Contracts Division. Responsible for the administration of complex solicitations, programs, special projects, and assignments, such as contract management programs, e-Bidding, procurement's enterprise resource planning (ERP) software, supplier relationship management (SRM), customer relationship management (CRM), and the Division’s emergency management plan. Duties include developing and updating procedures and systems enhancements, developing and managing complex solicitations and pre/post-award functions for a variety of contracts. Assists in defining project scope and objectives, testing, implementation, and training involving all relevant stakeholders. Coordinates internal resources and third parties/vendors for the flawless execution of projects. Tracks project performance, specifically to analyze the successful completion of short and long-term goals. Exercises the procurement authority delegated to the position through the Chief Procurement Officer and City Code. Work is performed under the general supervision of the Chief Procurement Officer.

Minimum Qualifications:

Two (2) years of college or trade school with courses in facility management and a minimum of four (4) years experience in building construction and maintenance operations for a public facility, two (2) of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience.


ENVIRONMENTAL CONTROL: Associate's Degree with major coursework in Chemistry, Biology, Environmental Science, Environmental Engineering, or related field and five (5) years combined experience in code enforcement field, inspection field, engineering field, industrial pretreatment field, laboratory field, project management, or wastewater treatment field, the water quality field; or an equivalent combination of education, training, and experience.

Florida Industrial Pretreatment Association (FIPA) Level A Pretreatment Certificate or equivalent is required, Florida Stormwater, Erosion, and Sedimentation Control Inspector Certification or equivalent is required, or two (2) additional years of related experience as listed above. A valid Florida Driver’s License is required. GOAA Secure Area Access I.D. badge within ninety (90) days of hire.

PROCUREMENT: Bachelor's Degree in Business Administration, Public Administration, or related business field and three (3) years progressively responsible experience in the procurement and contracting of materials, equipment, and service contracts, to include at least three (3) years experience with complex procurement; or an equivalent combination of education, training, and experience. Must hold and maintain at least one of the following industry standard procurement certification(s): NIGP-CPP (NIGP Certified Procurement Professional), Certified Public Purchasing Buyer (CPPB), Certified Public Purchasing Officer (CPPO), Certified Purchasing Manager, (CPM), Certified Professional in Supply Management (CPSM) or Certified Purchasing Professional (CPP). Copy of current certification(s) should be provided at the time of application.

 
Responsibilities

Develops, implements, plan programs for maintenance and preventive maintenance programs for heating, ventilation, air conditioning, plumbing, and electrical systems as well as structural care for facilities and grounds.

Designs and/or constructs changes to facilities as needed to improve and prolong the life of City facilities.

Represents manager at various meetings regarding planning and development of facilities; monitor construction, and major repairs and keep management informed of progress problems and related matters.

Consults with architects, engineers, contractors, and managers to provide advice regarding the design, construction, and/or renovation of facilities.

Participates in the development and administration of budget for maintenance projects.

Participates in the coordination and scheduling of work requiring outside contractors or additional maintenance personnel.

Performs routine inspections of facilities and equipment to ensure compliance with OSHA, County and related regulations.

Prepares and submit reports regarding maintenance projects.

Performs other duties as needed to facilitate the accomplishment of goals and objectives.

EXAMPLES OF WORK PERFORMED:

Assists in pre and post-award procurement function as it relates to complex Request for Proposals (RFP), Invitation to Negotiate (ITN) and other procurement methods.

Reviews statements of work to determine appropriate source selection method and supplier resources; conducts re-event conferences; reviews submittals to determine respondent’s responsiveness and responsibility.

Develops special clauses, terms and conditions applicable to solicitations.

Facilitates the contract negotiation, as required with technical personnel under the ITN process.

Facilitates the contract negotiation process with both technical experts and legal.

Prepares contracts and purchase orders.

Prepares agenda item for presentation to the City Council.

Monitors contractor compliance based on contract terms and conditions.

Acts as the City’s subject matter expert as it relates to the Procurement ERP system and provides guidance, support, improvements and training as required.

Performs daily oversight and administration of the supplier registration, solicitation and contract management system to ensure all solicitations, contracts, insurance and required documentation is complete and accurate.

Provides system guidance, support, improvements and training as required.

Administers the division’s performance management program, as required.

Performs independent research as applicable with other agencies and procurement resources relating to best practices.

Performs market and spend analysis and provides appropriate reports.

Provides assistance to the Procurement Division Manager relating to special projects.

Performs other related duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of the methods and practices involved in installation, preventive maintenance and repairing a variety of electrical, plumbing HVAC systems and various equipment.

Knowledge of advanced mechanical principles as they apply to heating; cooling, ventilating systems, and advanced principles of electricity. Monitors stages of construction when possible violations and defects may most easily be observed and corrected.

Knowledge of City Building Code including Electrical, Plumbing and Mechanical codes and applicable rules and regulations.

Ability to read building plans and specifications.

Ability to establish and maintain effective working relationships.

Ability to plan, supervise, and review work of subordinates.

Ability to effectively communicate the requirements of the various codes, both orally and in writing.
