Job Description
|
|
Performs administrative, professional, and supervisory work in the Facilities Management field. Responsibilities include supervising, overseeing, analyzing, directing, and planning facilities activities to support the operation and maintenance sections within the Division. This position is also responsible for the development and administration of a facilities master plan for all City facilities. An employee assigned to this position is responsible for planning, directing, and coordinating activities to ensure projects are accomplished within prescribed time frame and funding parameters. Work is performed under the general direction of the Fleet/Facilities Management Division Manager and is reviewed to determine if projects stay within designed parameters.
Minimum Qualifications:
Bachelor's Degree in Engineering, Architecture, Construction, or Facilities Management with three (3) years construction or facilities management experience required; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Certified Facility Management (CFM) designation desired.

Investigates, analyzes, and provides technical solutions to problematic building issues.
Develops and administers the Facilities master plan for City facilities.
Develops and administers the capital renewal/replacement plan for facility components and systems.
Develops and administers energy saving programs for all City buildings.
Manages and maintains records/documents relating to the operation and maintenance for all City buildings.
Monitors and approves construction activities such as change orders and pay estimates.
Develops schedule of construction project as a whole and in relation to specific job tasks.
Manages consultant contracts to ensure adherence to scope and resolution of design conflicts.
Serves as the FEMA representative for the Facilities Management Division in the event of a hurricane or other natural disaster. Tracks and maintains records of any assessments or repairs made in response to a natural disaster.
Oversees the day-to-day operations and planning of the City's locksmith services team.
Receives alteration and improvement (A&I) requests and assigns work or projects to the appropriate personnel.
Develops and manages budgets related to capital improvement and/or renovation projects.
Utilizes RS Means software for construction project estimating and cost verification of a contractor's proposal.
Provides technical and nontechnical guidance to assistant construction managers and project coordinators.
Processes and tracks invoices for construction projects and for annual preventative maintenance programs.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of all phases of commercial building design, construction, and maintenance.
Knowledge of local ordinances and permitting requirements.
Knowledge of building systems and components.
Skilled in the use of personal computers.
Skilled in the use of computer software programs such as Word, Excel, Access, and PowerPoint.
Skilled in the use of a computerized maintenance management system (CMMS).
Ability to use the internet to communicate with consultants and contractors.
Ability to deliver quality projects on time and within budgets.
Ability to simultaneously handle multiple projectsAbility to communicate effectively, both orally and in writing.
Ability to present projects in a public forum.
Ability to develop and manage project scheduling and budgets from inception to completion.
Ability to organize and prioritize multiple tasks.
Ability to perform construction inspections, which may involve standing, walking, bending and stooping.
Ability to effectively conduct negotiations with current and perspective consultants, which may involve speaking and hearing.
Ability to work in confined areas, around excessive noise and at heights.
