Job Description
 
Under general supervision, performs a variety of specialized skilled tasks involved in calculating the stormwater fee for individual parcels within the City of Orlando. Maintains the Stormwater Utility database, which includes information about parcels, land use, conditions, and fees. Transmits the Stormwater database of parcel utility fees to the Orange County Tax Collector for inclusion in the annual tax bill. Work is performed under minimal supervision. Performance is reviewed through reports submitted, updating procedures, direct observation, and consultation with the Stormwater Assistant Division Manager.

Minimum Qualifications:

Associate's Degree with an emphasis in mathematics or engineering and two (2) years experience in civil engineering or related field; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Experience using Microsoft Access, SQL databases and applications, and GIS mapping applications desired.
 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Reviews final building construction plans, as-built construction drawings, aerial photography maps, surveys, and other documents relating to land usage, storm drainage systems and development of a site.  Calculate the area and impervious area of the site to determine the accurate stormwater utility fee.

Reviews certificate of occupancy, demolition and Orange County Property Appraiser's split logs and plat breakdowns records to identify new parcels; deleted parcels, parcel spits, panel mergers, annexations, de-annexations, demolition, new development and other events that affect the Stormwater Utility Fee.

Operates a personal computer to maintain a networked database of records used for billing and inspection.

Develops Microsoft Access databases to provide reports and engineering data.  Extensive use of a variety of GIS software, such as, MapWorks and ArcMap10, and uses architectural software to calculate development and impervious surface areas when plans are not available.

Scans construction plans, and provide stormwater utility inspector with technical and computer database assistance.

Consults with property owners, developers, architects, engineers, and contractors to discuss calculated stormwater utility fees for parcels.

Performs field inspections to determine the as-built condition of sites, which involves extensive walking and climbing.

Prepares reports and submits information for annual revenue budget.

Interacts with residents, business owners and representatives, City staff, and other governmental offices.

Provides information to citizens, architects, contractors, both in person and over the telephone regarding the calculation of stormwater fees.

Prepares reports for submission to the Stormwater Assistant Division Manager for the Division's Annual Performance report.

Provides input to the Stormwater Assistant Division Manager for the annual budget.

Performs other related duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of Chapter 31 of the Orlando City Code (Stormwater Utility Code) and Stormwater Utility Billing Flow Chart.

Knowledge and ability to understand a variety of GIS software and hardware.

Knowledge of the Orlando Urban Storm Water Management Manual and the concepts of water "quality" and water "quantity" as applied to stormwater treatment systems and retention/detention ponds.

Knowledge of the software programs Microsoft Office (Word, Excel and Access) and SQLPlus programming language.

Knowledge to develop, write, edit, and manipulate data using Oracle and SQLPlus programs.

Ability to interpret building construction plans, and understand stormwater terminology and illustrations.

Knowledge of the software programs Microsoft Office (Word, Excel and Access) and SQLPlus programming language.

Knowledge of trigonometry and geometry required for calculating area, impervious areas. and drainage areas of development sites

Ability to read and interpret construction plans, as-built drawings, drainage calculations, specifications, and blueprints, and compare them with on site conditions.

Ability to read and interpret a wide variety of maps, aerial photographs, survey notes, Stormwater drainage calculations, and other documents related to stormwater billing.

Ability to establish and maintain effective working relationships with property owners, contractors, engineers, architects, and staff in the offices of the Orange County Property Appraiser, and Orange County Tax Collector.

Ability to perform field inspections, which involves extensive walking over uneven terrain end exposure to adverse weather conditions, such as, such as heat, Insects, etc.

Ability to work under pressure to meet deadlines, especially during the three months preceding the transmittal of stormwater utility fees to the Orange County Tax Collector’s office.

Ability to communicate effectively orally and in writing.

Ability to maneuver heavy plans and record books.
