Job Description
 
Performs professional management of Transportation Systems Maintenance and Operations (TSM&O), traffic engineering, and related activities for the safe and effective utilization of roadways within the City of Orlando. Responsibilities include managing, planning, scheduling, and measuring TSM&O and Intelligent Transportation Systems (ITS) performance. Work includes supervising and coordinating the activities of professional, technical, and maintenance employees engaged in managing, planning, modifying, repairing, maintaining, and installing ITS components, including traffic control equipment, computerized control systems, traffic signals, fiber optic network, signs, as well as related traffic analysis and control activities. Work is performed under the supervision of the Division Manager and reviewed through performance goals, project delivery, system performance, reports submitted, and results achieved.

Minimum Qualifications:

Bachelor's Degree in Transportation or Civil Engineering and four (4) or more years experience in TSM&O or ITS, some of which must have been in traffic studies, signalization, signing, and pavement marking, to include at least one (1) year in a supervisory or managerial capacity; or an equivalent combination of education, training, and experience. valid Florida Driver's License required. Florida Professional Engineering (PE) License required. Master's Degree in related field desired. Professional Traffic Operations Engineer (PTOE) Certificate preferred.
 
Responsibilities

Leads, plans, directs, and coordinates the work of professional, technical, skilled, semi-skilled and clerical employees performing activities related to ITS/Transportation Systems Management & Operations (TSM&O) including pedestrian and vehicle traffic management traffic control devices, transportation safety and other ancillary transportation engineering related functions within the City.

Participates in the planning, design, and construction of computerized traffic signal systems; oversees the operation of the City’s Traffic Management Center, as well as operation and maintenance of traffic signals and associated communications network.

Prepares budget for three cost centers and numerous projects.

Formulates administrative and technical policies, procedures, and programs related to transportation engineering activities. Develops and implements performance measures for TSM&O to meet Department objectives.

Provides advanced engineering, interpretations, and technical guidance related to TSM&O.

Plans ITS/TSM&O improvements to improve safety and access/effectiveness for all users of the transportation system.

Participates in the development and implementation of plans for roadways, multi-use trails, signing and marking, intersection design, electronic and computerized traffic signal control operation placement, and signal sequencing.

Participates in developing work schedules and coordination of transportation engineering projects with other departments and agencies; participates actively in the City’s Vision Zero efforts, recommends priority of projects and target completion dates; reviews progress of projects and summarizes items needed for completion.

Reviews engineering plans, transportation studies, design proposals and other reports for technical accuracy and compliance with applicable regulations.

Prepares and executes department policies, procedures, work performance and safety standards.

Participates with supervisor in the selection, placement, promotion, training, workplace safety, and discipline of assigned employees.

Attends meetings with various officials concerning transportation issues and recommends solutions.

Performs other duties as assigned.


KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of ITS, TSM&O and transportation engineering principles, methods and procedures.

Knowledge of best practices related to transportation safety for vulnerable users, who are pedestrians, bicyclists and motorcyclists.

Knowledge of computer hardware and software relating to traffic control devices and systems.

Knowledge of Federal, State and local traffic laws and regulations as they apply to traffic control work on Municipal roadways.

Knowledge of the materials, methods, and practices utilized in the installation of ITS components, including traffic control signals, signs, and pavement markings.

Ability to develop performance measuresAbility to evaluate technical traffic engineering data and statistics, arrive at valid conclusions and prepare recommendations.

Ability to effectively plan and direct the work of assigned employees.

Ability to communicate clearly and concisely, orally and in writing.

Ability to establish and maintain effective working relationships with employees, other governmental agencies, and the public.
