Job Description
 
Performs administrative and professional work serving as a resource for community enhancement. Responsibilities include project management, event planning and management, grant preparation, processing, and technical client assistance from award to close out. Develops newsletters, presentations, and informational materials. Produces pages for the City of Orlando's website about the Office of Community Affairs' programs and services. Manages partnerships to engage citizens, nonprofits, arts groups, and other community organizations. Work is performed under the general supervision of the Community Affairs Director. Work is reviewed through conferences, reports, and results obtained.

Minimum Qualifications:

Bachelor’s Degree in Business Administration, Public Administration, Public Relations, Communications, or related field and a minimum of three (3) years experience in government administration, two (2) years of which must have been in developing and administering community enhancement and public relations programs; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required.
 
Responsibilities

Administers and coordinates OCA activities, including the Mayor’s Martin Luther King (MLK) Commission, the Mayor’s Summit, the Mayor's Council of Clergy, the Poet Laureate program and other community initiatives.

Compiles and analyzes reports for all OCA programs, activities and events.

Develops annual OCA Communication Plans, including social media, marketing and outreach for Mayor’s Matching Grants, CIP, MLK Commission, Orlando Cares, Mayor’s Summit and all OCA programs.

Coordinates and conducts training of staff to maintain and update OCA web pages for all programs.

Plans and implements OCA’s special events, workshops and meetings; coordinating inter-departmental efforts, creating communication plans and managing budgets.

Assist with promoting and monitoring the Mayor’s Matching Grant; Community Investment Program and other OCA grants.

Assist with conducting Emergency Service Function (ESF) 15, (Volunteers and Donated Goods) by facilitating  ESF 15 training for citizen volunteers and employees who staff the Emergency Information Center (EIC) when the Emergency Operation Center (EOC) is activated.  Supports all ESF15 activities with the OCA Director; Community Outreach Manager and the City's Emergency Manager.

Performs other duties as maybe assigned.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of City department, Boards and their respective services, and policies and procedures.

Knowledge of community resources including service agencies, funding sources, and their strategies and their role in the community.

Knowledge of Community resources in the government, public , and private sectors.

Knowledge of grant administration, organizational development, team building, volunteer recruitment and management, conflict resolution, and managing and facilitating meetings, training and workshops.

Knowledge of basic survey and interview methodologies.

Skilled in grant research techniques, grant writing and proposal development.

Skilled in research techniques, report generation and project management.

Skilled in public speaking, developing and making presentations, and conducting workshops.

Skilled in computer graphics, photography, event planning an implementation.

Skilled in report generation and project management.

Ability to work independently and demonstrate independent judgment.

Ability to operate a personal computer, a camera, video camcorder, public address systems, an other audiovisual equipment needed to make presentations.

Ability to draft clear, concise briefings, narratives, correspondence, reports and documents.

Ability to communicate effectively orally and in writing.

Ability to handle multiple projects and remain focused and flexible.

Ability to establish and maintain effective working relationships with City employees, elected officials, nonprofit leadership, business persons, social service agencies and residents.

Ability to create and maintain comprehensive project documentation.

Ability to track project performance, specifically to analyze the successful completion of short and long-term goals.

Ability to meet budgetary objectives and make adjustments to project constraints based on financial analysis.

Ability to develop comprehensive project plans to be shared with staff members.

Ability to develop spreadsheets, diagrams and process maps to document needs.

Ability to develop and track budgets.

Ability to coordinate all marketing-communications with stakeholders, including social media and the monthly e-newsletter.

Ability to develops print collateral, e-newsletter, and social media content with marketing/communications and graphic design consultants.
