Job Description
 

Performs responsible, professional, administrative, technical, and supervisory work with responsibility for traffic safety plan design and approval; the review, approval, and coordination of street, lane, or sidewalk closure authorization and right of way utilization permits; coordinating special event activities relating to traffic safety; and ensuring compliance with work zone traffic control plans. Responsible for conducting training programs for work zone traffic safety for City of Orlando employees, contractors, and utility companies. Work is performed under the supervision of the Traffic Operations Engineer and the City Transportation Engineer. Work is reviewed through discussions, reports submitted, and section accomplishments.

Minimum Qualifications:

Bachelor's Degree in Civil Engineering and at least two (2) years experience in traffic operations, including the design of traffic control plans for construction work zones and special events, two (2) years of which must have been in a management or supervisory capacity; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Florida Department of Transportation (FDOT) Advanced Temporary Traffic Control (TTC) or Maintenance of Traffic (MOT) Certification required within three (3) months of hire. International Municipal Signal Association (IMSA) Signs and Markings/Signal Certification desired.

 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Supervises staff and designs, reviews and approves traffic control plans for construction projects scheduled to occur in the right-of-way; reviews plans developed by consultants to ensure safety of motorists and pedestrians is maintained or, if consultants are not used, develops plans to include temporary signing, pavement markings, signal plans and parking requirements.

Reviews, approves, and coordinates Street, Lane, or Sidewalk Closure Authorization Requests and Right-of-Way Utilization permits pertaining to construction or maintenance activities that require sidewalk, street, or lane closures; serves as Transportation Engineering Division liaison during projects occurring in the right-of-way that disrupt parking, traffic/pedestrian movement, signs, pavement markings or signal operations.

Coordinates and supervises work of Traffic Safety Technicians engaged in the inspection of construction work zones and other permitted work within the City to ensure traffic safety standards are observed for vehicular and pedestrian traffic; supervision of Traffic Control Assistant Manager and Traffic Control Specialist and their duties; monitors and evaluates staff performance; maintains work records, time and attendance reports, and other records as required.

Plans and coordinates traffic control details for special events (i.e. sporting events, concerts, parades, foot races, film permits); reviews outdoor public assembly/parade permits and coordinates traffic control issues with promoters and Orlando Police Department; prepares media releases to maintain public awareness; and serves as member of Special Events Coordination Committee.

Serves as an Event Coordinator and oversees other Event Coordinators at the City’s Event Management Center during special events on weeknights, weekend days/nights, and holidays.

Participates in the development and administration of the Cost Center's annual budget by recommending goals, objectives and performance standards, equipment and personnel needs; monitors budgeted expenditures; prepares monthly and quarterly reports of Cost Center's accomplishments; and oversees term contracts with barricade companies.

Attends various meetings with City Officials, Orlando Police Department, Lynx, Florida Department of Transportation (DOT), news media and/or contractors to provide input regarding transportation management/traffic operations current and future issues.

Participates in the review and approval procedure for building plans and road construction plans, and in the development and implementation of computerized special events, construction activities schedule, and banner installation programs.

Performs other duties as assigned to accomplish Transportation Engineering Division goals and objectives.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of the principles, techniques, and methods of Civil Engineering Construction and Design.

Knowledge of the City street system is mandatory.

Knowledge of the principles, techniques and practices of Transportation Engineering to include geometric design considerations, traffic signals, signs and pavement markings design.

Ability to interpret and analyze construction plans and specifications and make recommendations relative to traffic control.

Ability to use a personal computer.

Ability to utilize computer aided design drafting programs.

Ability to sit for extended periods; Ability to perform field investigations under adverse conditions such as construction sites and/or during inclement weather.

Ability to detect omissions or errors in construction drawings and specifications and make corrections accordingly.

Ability to plan, assign, supervise and review the work of field personnel.

Ability to establish and maintain effective working relationships with employees, consultants, City Officials, representatives of other agencies, and the general public.

Ability to communicate effectively, both orally and in writing; Prepare clear and concise technical reports on engineering work assignments.
