Job Description
 
Performs administrative work coordinating and implementing programs to improve the aesthetic and ecological environment of the City of Orlando through litter control/prevention, beautification, and the minimization of solid waste. Work includes serving as the managing officer of a 501(c)(3) organization and working with a Board of Directors, schools, and community volunteer organizations. Work is performed under the general direction of the Streets, Drainage & Stormwater Utility Division Chief and evaluated through meetings, review of programs, and results achieved.

Minimum Qualifications:

Bachelor's Degree in Public Relations, Public Administration, Communications, or related field and two (2) years fundraising or public relations experience; or an equivalent combination of education, training, and experience. Experience related to Keep America Beautiful, Inc. programs, grant administration and budget administration desired. Experience related to nonprofit organization (501(c)(3)) desired.
 
Responsibilities

Plans, coordinates and promotes and implements beautification clean up/fix up activities regarding neighborhoods, parks, lakes, public and private properties (streets, parkways, parking lots, vacant lots, loading docks, and refuse storage areas). Recruits volunteers from various civic organizations and the general public.

Develops long range marketing and publicity plans and implementation strategies to increase citizens' litter and recycling awareness to enhance their community environment.

Develops a variety of beautification clean-up activities, involving landscaping, graffiti removal, recycling and litter reduction, as well as other educational programs in an effort to keep Orlando clean and beautiful.

Promotes the City's beautification and clean-up programs; plans and directs development and communication of information designed to inform the public about Keep Orlando Beautiful (KOB) activities and accomplishments; prepares and/or distributes an annual review, brochures, newsletters, pamphlets, fact sheets, news releases, scripts and audio-visual productions; presents programs to businesses and civic organizations, and seeks sponsors; designs and maintains organization's website.

Coordinates and implements a volunteer recognition program.

Maintains documentation and monitors work accomplishments and expenditures; prepares performance reports; publishes newsletters. Prepares required reports and surveys, including annual Keep America Beautiful (KAB) Litter Index, which are required for recertification by KAB, Inc.

Coordinates efforts and ensures the Keep Orlando Beautiful Board of Directors are involved in projects in the development of program efforts; schedules and notifies members of general committee meetings; prepares, writes and assists in policy guideline development.

Plans fund raising programs for beautification clean-up and educational activities and writes to, telephones, and visits potential contributors in an effort to encourage contribution of funds/in-kind services by explaining purpose and benefits of beautification clean up programs; prepares fund raising brochures for mail solicitation programs.

Writes proposals and prepares grant/award applications consistent with Federal Tax laws, the City's adopted plans and established goals, objectives and policies; plans, organizes budgets and schedules grant management; maintains contacts with state/federal agency officials involved in grant administration.

Maintains liaison with representatives of similar efforts to keep abreast of local, state, and national developments and programs.

Performs related duties as required.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of methods, principles, and practices of journalistic writing and editing.

Knowledge of public relations, promotions and media.

Knowledge of 501c3 Administration, policies and laws.

Knowledge of the methods and techniques of report and grant application preparation as well as grant administration policies and procedures.

Knowledge of litter control and recycling activities, landscaping, solid waste disposal techniques, and education curriculum programs.

Extensive knowledge of graphic design principles and desktop publishing.

Ability to interpret grant guidelines and to conceptualize actions, including development and maintenance of an acceptable audit procedure necessary for compliance with these guidelines.

Ability to maintain effective working relationships with governmental organizations, neighborhood groups, fraternal institutions, other City employees, officials, and the general public.

Ability to prepare comprehensive reports and present programs and ideas orally and in writing.

Ability to secure engagements and speak effectively to public groups and civic organizations.

Ability to develop effective beautification and clean-up programs and to evaluate work accomplishments.

Ability to conduct research, gather and organize data, analyze data and formulate intelligible recommendations.

Ability to perform physical work while coordinating and assisting with beautification and clean-up projects.
