|
Performs professional, administrative, and supervisory work developing, administering, marketing, and evaluating neighborhood outreach and engagement initiatives throughout the City of Orlando. Duties include: planning and administering neighborhood outreach efforts city-wide; supervising the Neighborhood Outreach Coordinators; planning, implementing and evaluating neighborhood leadership training; coordinating the annual Mayor’s Neighborhood & Community Summit; budget development and administration; serving as a liaison with other City departments; staying current and informed on new neighborhood capacity building, sustainability and livability trends and initiatives; and advising City elected and appointed officials and City departments on neighborhood outreach and engagement. Work is performed under the direction of the Office of Communications and Neighborhood Relations Assistant to Director. Performance is reviewed through reports, conferences, and results achieved.
Minimum Qualifications:
BA/BS Degree in Public Administration, Public Relations, Urban Planning, Nonprofit Management, Psychology, Sociology, or related field. Minimum of four (4) years experience in conducting community or neighborhood outreach programs, to include experience managing/supervising staff and/or volunteers working in community or neighborhood-related programs; or an equivalent combination of education, training, and experience. Proficiency in use of personal computers with specific knowledge of Microsoft Office. Valid Florida Driver's License required.

Develops, directs, manages, promotes and evaluates neighborhood capacity building, engagement and outreach initiatives.
Plans, administers and manages neighborhood outreach efforts including monitoring budget compliance, identifying and developing Neighborhood Relations program needs, goals and objectives, and supervising the Neighborhood Outreach Coordinators assigned to the Office of Communications and Neighborhood Relations.
Develops, directs, manages, promotes and evaluates neighborhood leadership and volunteer training, with emphasis on iLead.
Plans, organizes and implements City-wide programs designed to inform, connect and involve residents in their neighborhood and City government.
Directs, facilitates and evaluates City/Mayor hosted community and neighborhood meetings.
Serves as Neighborhood Relations liaison with the six City Commissioners and City depts.; monitors, makes recommendations and provides technical assistance to the Neighborhood Relations staff on the City's Growth Management Process, other Planning and Development functions and other depts. projects requiring public engagement.
Gathers, analyzes and distributes data necessary to build capacity in neighborhood organizations through partnerships, grants, and foundation funding enabling neighborhood organizations to have financial, labor and in-kind resources to complete neighborhood improvements.
Serves as Neighborhood Relations liaison with the Mayor's Matching Grants (MMG) program and monitors the Neighborhood Outreach Coordinators oversight of MMG grants awarded to neighborhood organizations to ensure successful completion of the grant projects.
Participates in budget preparation and administration; prepares monthly activity reports, quarterly and annual reports reflecting program achievements; and monitors budget expenditures.
Performs other related duties as needed to facilitate the accomplishment of program goals.

Knowledge of organizational development, group facilitation and training techniques.
Knowledge of current socio-economic problems and effective strategies to solve them.

Knowledge of the principles of community development and redevelopment, and successful neighborhood development techniques and programs.
Skill in research techniques, project management, organizational development and public speaking and presentations.
Ability to communicate effectively, orally and in writing, and to present concepts and information to diverse audiences.
Ability to plan, direct, supervise and evaluate employees.
Ability to analyze and interpret City Planning and Development plans, policies and procedures.

Ability to establish and maintain effective working relationships with representatives of governmental organizations, neighborhood groups, private business, City officials and employees, and the general public.
