Job Description

|
Performs professional level planning work responsible for the administration of the City Planning Division which includes Land Development, Comprehensive Planning, and Community Planning functional areas. Work is performed under the general direction of the City Planning Division Manager and is reviewed through conferences, reports and observation of results achieved. The incumbent serves in the place of the Division Manager during absences and when there are schedule conflicts.
Minimum Qualifications:
Bachelor's Degree in Public Administration, Urban Planning, Architecture, or related field and seven (7) years urban planning or related experience; or Bachelor's degree in Public administration, Urban Planning, Architecture, or related field and nine (9) years urban planning or related experience; or any equivalent combination of education, training, and experience. At least four (4) years of supervisory or project management experience required. Experience in both long range and current planning desired. AIA, ASLA or AICP Certification is required. A valid Florida Driver's License is required within the time limit set by the hiring department.

Assists in managing and supervising divisional personnel in the on-going process of implementing the City's Growth Management Program through the administration and enforcement of the City's Land Development Code and Growth Management Plan policies.
Assists in coordinating tasks and work program activities for professional, technical, and clerical staff; provides policy direction; and manages work processes and schedules.
Assists in developing divisional work program for each fiscal year; sets Division goals and objectives; prioritizes activities; and makes estimates for projected level of activities.
Assists in developing fiscal year budgets for Division; administers approved budget during course of fiscal year.
Participates in and provides direction in the review of development proposals such as subdivisions, rezonings, annexations, abandonments, planned developments, public benefit uses, variances, special exceptions, conditional uses, and developments of regional impact.
Assists Division Manager in meetings with development professionals, developers, and the public regarding development proposals or other problems; serves in a key liaison role; participates in community organizations, forums, and task forces; and presents or discusses City developments or planning strategies/programs.
Serves on assigned committees.
Assists in preparing monthly and quarterly performance reports.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of the principles and practices of urban planning and land use.
Knowledge of recent developments, current literature and sources of information regarding urban planning.
Considerable knowledge of research techniques.
Knowledge of public administration with particular reference to City and municipal administration.
Knowledge of database, spreadsheets, graphics, word processing, statistical analysis and publishing software.
Ability to operate personal computer and related equipment.
Ability to communicate effectively, both orally and in writing.
Ability to analyze facts and exercise sound judgment in decision making.
Ability to interpret planning and zoning laws and administrative rules to other governmental officials and the public.
Ability to supervise subordinate personnel.
