Job Description
|
|
Performs supervisory and administrative work overseeing repairs, maintenance, actions and operations of a diverse fleet of vehicles and heavy equipment. Exercises considerable independent judgment and initiative in devising work methods necessary to maintain and support a fleet operation, including the management of acquisitions, utilization, and retirements of the City of Orlando’s Fleet. Initiates, negotiates, and evaluates service contracts ensuring vendor accountability and maximizing operational effectiveness and efficiency; initiates requisitions for replacement vehicles; and participates in a variety of activities requiring travel, including off-site inspections. Coordinates Division's support of activities and functions with the City’s internal business units as appropriate. Conducts regular meetings with maintenance providers and fleet representatives from outside agencies.
Minimum Qualifications:
Bachelor's Degree in Business Administration, Public Administration, Mechanical Engineering, or related field and five (5) years experience in the direct supervision and operation of a medium-to-large size vehicle or heavy equipment maintenance and repair facility (approximate fleet size of 1000 or more) or related function. Must have experience with alternative fuels, zero or low emissions vehicles and automotive sustainability; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Certified Automotive Fleet Specialist (CAFS) certification or equivalent awarded from National Association of Fleet Administrators (NAFA) required. Certified Automotive Fleet Manager (CAFM) certification required within six (6) months of employment.

Supports the coordination and preparation of the annual budget including estimating salaries, supplies, utilities, equipment, and other related need; prepares justifications for annual budget; monitors expenditures; and controls costs and expenses throughout the budget year to ensure proper and continued operations within budget limitations.
Oversees the preparation of specifications for recommended purchases of automotive and heavy equipment; supervises inspection of equipment when delivered to ensure compliance with specifications.
Oversees the monitoring of contract maintenance programs to ensure satisfactory completion of work.
Works on a daily basis with the Purchasing Division to determine adequate inventory levels for stock of spare parts.
Develops and maintains a preventive maintenance program for City vehicles and equipment; sets guidelines for preventive maintenance scheduling of City vehicles based on needs of departments and on the use of vehicles.
Develops procedures for cannibalization (interchanging parts and components) to ensure that critical vehicles are returned to serviceable status aligning with work priorities.
Directs and oversees the day-to-day operations of mechanics, skilled metal fabricators, service workers, and professional staff; plans, assigns, and inspects work; enforces Department or City rules and regulations; counsels employees; and administers/recommends appropriate disciplinary actions.
Sets priorities for work to be performed.
Approves leave and overtime of staff.
Reviews training documents and materials from vehicle manufacturers, college outreach programs, etc.; identifies training needs of staff.
Plans and supervises internal and external training programs to ensure that assigned personnel maintain efficiency and that skills are kept current and compatible with new vehicles and equipment introduced into inventory.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of budgetary procedures, cost accounting methods and practices as needed to prepare annual budget and to monitor expenditures and maintain costs.
Knowledge of the hazards and safety precautions of large-scale automotive maintenance activities.
Extensive knowledge of the methods, materials, equipment, and operation, of general automotive and mechanical repair shops or related functions including establishing and maintaining a preventive maintenance program.
Knowledge of automotive maintenance and testing procedures.
Knowledge of inventory control and maintenance procedures and methods.
Knowledge of Department and City policies and procedures or regulations including personnel and purchasing rules and regulations.
Ability to establish workloads, schedule work assignments, and direct and coordinate the activities of a large number of mechanics, skilled metal fabricators, and various types of service workers.
Ability to plan long- and short-range goals to ensure effective operations in planning for adequate training of personnel and availability of resources, equipment and tools.
Ability to prepare and interpret specifications for the purchase of a wide variety of vehicles, heavy construction equipment, sanitation equipment, and other needs.
Ability to communicate effectively with superiors and other department heads in advising them on how to operate the departmental fleets for minimum operation and maintenance costs using tact, diplomacy, and firm persuasion as needed.
Ability to establish and maintain an effective working relationship with assigned employees.
Ability to prepare reports.
Ability to oversee cost data/plans and to direct daily operations.
Ability to maintain adequate records.
