Job Description

|
Performs administrative, professional, and supervisory work in the Facilities Management field. Responsibilities include supervising, overseeing, analyzing, directing, and planning facilities activities of the operation and maintenance sections within the Division. This position also supports the development and administration of a Facilities master plan for all City facilities. An employee assigned to this position is responsible for planning, directing, and coordinating activities to ensure operations and maintenance efforts are accomplished within prescribed time frame and funding parameters. Work is performed under the general direction of the Facilities Management Division Manager and is reviewed to determine if projects stay within designed parameters.
Minimum Qualifications:
Bachelor's Degree in Engineering, Architecture, Construction, or Facilities Management with three (3) years construction or facilities management experience required; or an equivalent combination of education, training, licenses, and experience. Valid Florida Driver's License required. Certified Facility Management (CFM) designation preferred. Positions in the Facilities Division must pass police background investigation.

Investigates, analyzes, and provides technical solutions to problematic building maintenance and operations issues.
Participates in the administration of the Facilities master plan for City facilities.
Participates in the development and administration of the capital renewal/replacement plan for facility components and systems.
Participates in the management and maintenance of records/documents relating to the operation and maintenance for all City buildings.
Participates in the monitoring of minor construction activities.
Supervises direct support staff to ensure operations and maintenance efforts are delivered within a reasonable time frame and within funding parameters.
Assists the skills trades team with field operations when needed to ensure quality customer service.
Performs administrative and supervisory work by managing Orlando facilities operations to deliver day-to-day maintenance services to customers. Provides status to management of ongoing maintenance activities at critical locations such as ORL Police Department, ORL Department, and ORL City Hall.
Coordinates politically sensitive projects like the Orlando Christmas Star Deployment (Orange Ave), Snowflakes Holiday Decorations (Citywide), and Nutcracker Ornaments (City Hall and Lake Eola).
Serves as a member of the City’s hurricane emergency response team; directs maintenance team to perform hurricane preparedness and response/recovery services; and oversees City Hall’s yearly emergency shut down exercise with City skilled trades personnel and contractors.
Conducts monthly staff meeting with the facility team to encourage inclusion, enable team alignment, and facilitate decision making and sharpen problem solving skills.
Performs City-owned facility condition assessments for capital planning and budgeting. Provides communication on project status to the Facility Division Manager to ensure alignment around budget priorities. Processes vendor invoices for payment. Analyzes monthly man hours labor and budget reports with supervisory team prepared by FAC Accounting Manager.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of all phases of commercial building design, construction, and maintenance.
Knowledge of local ordinances and permitting requirements.
Knowledge of building systems and components.
Skilled in the use of personal computers.
Skilled in the use of computer software programs such as Word, Excel, Access, and PowerPoint.
Skilled in the use of a computerized maintenance management system (CMMS).
Ability to use the internet to communicate with consultants and contractors.
Ability to deliver maintenance and repair efforts on time and within budgets.
Ability to simultaneously handle multiple projects.
Ability to communicate effectively, both orally and in writing.
Ability to develop and manage maintenance and repair effort, scheduling and budgets from inception to completion.
Ability to organize and prioritize multiple tasks.
Ability to perform construction inspections, which may involve standing, walking, bending, and stooping.
Ability to work in confined areas, around excessive noise, and at heights.
Ability to define in writing the scope of work for construction and maintenance projects.
