Job Description
 
Performs professional and supervisory tasks related to improving and maintaining customer service standards within the Permitting Services Division. Manages the permitting functions of the EDIS system. Manages the Division's records management program and Division-wide training, certification, and licensing requirements. Reviews organizational units, workflows, processes, and procedures. Work is performed under the general supervision of the Permitting Services Division Manager. Work is reviewed through discussions, reports submitted, and results achieved.

Minimum Qualifications:

Bachelor's Degree in Public Administration, Business, City Planning, Communications, Public Relations, or related field and four (4) years experience with an emphasis on development services, regulatory processes, customer service, and operational/process improvement, including some supervisory or project management experience; or an equivalent combination of education, training, and experience. IT experience preferred.
 
Responsibilities

Serves as management team member (representing Permitting Services) to develop comprehensive customer service oriented strategies and policies for the Permitting Services Division. 

Conducts reviews of organizational units, including workflow, processes, procedures, and systems. Recommends operational/policy changes as needed to enhance operational effectiveness and efficiency in delivery of services. Once approved, leads implementation and staff training.

Manages the permitting functions of the EDIS system.  Works with the EDIS Administrator to manage the evaluation, testing, implementation and maintenance of technology solutions.

Responsible for coordinating the division’s internal and external communication efforts with the Department’s Communications Coordinator. Manages the operations related to the division’s website, trainings/presentations, communications of regulatory requirements, processes, enhancements/improvements to operations and customer service.
 
Functions as division’s liaison to other city departments, outside regulatory agencies, vendors and customers on matters related to permitting systems, operations, processes and records.

Ensures compliance with Building Code Effectiveness Grading Schedule and oversees the ISO rating survey and requirements. Oversees division-wide training, certification and licensing requirements for division employees.

Manages the permitting division’s records management program.  The permitting records management program is responsible for the conversion and filing of all permitting documents from paper to digital. Responsible for hiring, training, evaluation and discipline of program employees.

Performs other related duties as assigned.
