Job Description
 
Performs managerial and professional work assisting the Permitting Services Division Manager in the development and implementation of operational policies and programs for the Permitting Services Division. Oversees all programs and services related to the Florida Building Code or Land Development Code, depending upon the area of assignment. Serves as project manager for major projects assigned to the Division and works with the Division Manager to ensure construction and inspection processes are consistent with applicable codes and the goals of the division. Work is reviewed through conferences, observations, reports, and results achieved.

Minimum Qualifications:

Bachelor's Degree in Civil Engineering, Construction Management, Public Administration, or related field and four (4) years experience in construction management, code enforcement/inspections, code analysis, customer service, or related experience, two (2) years of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required.
 
Responsibilities

Is responsible for ensuring that the Permitting Services Division provides high quality, efficient customer service. Manages customer service initiatives and development of operational processes.

Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; implement changes as warranted.

Oversees and participates in the development and administration of the program’s annual operating budget; reviews, initiates, monitors, and authorizes purchases; and prepares monthly and quarterly performance reports.

Reviews performance and authorizes personnel actions such as employee selections, promotions, transfers, and demotions; reviews disciplinary actions.

Develops Division schedules based on project’s complexity, current permitting workload, staff assignments, owner requirements, contractual requirements, and construction schedules.

Coordinates interrelated activities of design professionals, owners, contractors, and City staff as they relate to the permitting process. Provides information pertaining to permitting process requirements and resolves customers’ problems/complaints.

Attends owner/contractor/design team jobsite meetings; provides input on permit review status; and addresses any field concerns as they relate to inspections and documentation processes.

Tracks permit plans to ensure internal deadline and the owner/contractor schedules are met; creates a seamless flow of information to/from architects and engineers in relation to code compliance; and addresses field coordination issues with contractor to ensure the proper information is submitted and approved by permitting office in a timely fashion.

Ability to establish and maintain effective working relationship with citizens, businesses, staff, and City/county/state, and federal officials.

Ability to stand and walk for extended periods of time.

Ability to perform duties under adverse conditions.
