Job Description
 
Performs administrative professional work assisting the Capital Improvement Division Manager in the development and implementation of operational policies and program objectives for the Capital Improvement Division. Work includes managerial tasks and supervision to ensure projects are accomplished within prescribed time frame and funding parameters. Work involves tasks assigned by the Capital Improvement Division Manager and is reviewed through conferences, observations, analysis of reports, and evaluation of results achieved.

Minimum Qualifications:

Bachelor's Degree in Civil Engineering, Construction, or related field and five (5) years progressively responsible experience in public works/engineering project management, some of which has been in a supervisory capacity; or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities. Two (2) years of related experience may be substituted with Master’s Degree. Florida Professional Engineering (PE) License and valid Florida Driver's License required.
 
Responsibilities

Coordinates and supervises project managers by assigning work; reviewing work; periodically inspecting sites; and reviewing related tasks.

Participates in the selection, training, evolution, and/or discipline of employees.

Periodically reviews construction projects to ensure contractors’ work complies with the approved plan specifications.

Reviews and approvals contractor's request for payment.

Supervises the schedules; conducts and documents inspections of projects with contractors as needed.

Supervises project managers who oversee construction managers in on-going management of capital improvement projects.

Monitors staff’s compliance regarding required certifications and training.

Assists project managers, construction managers, and construction inspectors with the management of City projects to ensure projects get completed on time and within budget.

Reviews System of Record and Project Management System project updates to ensure accurate information is relayed to others within the City.

Assigns staff to the appropriate projects based on their specific knowledge and strengths or to advance their knowledge base

Determines when additional staff are needed; posts jobs; interviews candidates; selects who to hire; and implements disciplinary actions as needed.

Responds to the Mayor’s and City Commissioners’ inquiries regarding projects and related citizen questions.

Collaborates closely with the Streets and Stormwater Division, Water Reclamation Division, and other City departments to forecast upcoming project workloads.

Serves on the Consultants Qualifications Board; reviews submissions of proposals in response to City solicitations; and determines whether the consultant is qualified to apply.

Participates in hurricane preparedness activities related to the City's construction projects; volunteers at the Emergency Operations Center during and/or after hurricanes when they impact the City.

Performs other duties as assigned.


KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of current civil engineering/construction management concepts and practices.

Knowledge of personal computer spreadsheets and processing software.

Knowledge of construction contract administration.

Skilled in the operation of personal computers including the use of Microsoft Project Scheduling Program.

Ability to review and approve the work of project managers to ensure projects are completed on time and within budget.

Ability to thoroughly inspect construction sites, which may involve working in excessive noise, standing and walking for extended periods, bending, stooping, and working at heights or in confined areas.

Ability to supervise others, which may involve reading, editing, speaking, and hearing.
