Job Description
 
Performs administrative, professional, and managerial work involving the planning, organizing, and supervising of the Support Services Division of the Orlando Police Department (OPD) which includes Fiscal Management, Supply and Evidence, Police Services, Police Information, and Records Management Sections. Primary duties include developing and administrating policies and procedures; coordinating and managing the Department's operating budget; analyzing and evaluating bids; and establishing objectives for respective sections consistent with departmental goals. Manages the Division in the absence of the Division Commander. Work is performed under the broad administrative direction of the Division Commander/Police Major. Performance is reviewed from an overall standpoint through reports submitted, results obtained, and management conferences.

Minimum Qualifications:

Bachelor's Degree in Business Administration, Accounting, Finance, or related field and four (4) or more years of professional experience in accounting, finance, or related field, some of which must have been in a supervisory/management capacity; or an equivalent combination of education, training, and experience. Must pass police background investigation which includes polygraph examination. Must possess knowledge of laws and regulations governing records retention, custody and care of evidence, wage and labor compensation, and computerized financial management systems.
 
Responsibilities

Coordinates preparation of annual budget by analyzing expenditure trends; forecasting fiscal requirements; evaluating budget requests for priority, quantity, and cos; and reviewing completed budget requests for consistency and completeness.

Functions as financial advisor to Chief of Police and represents Department at meetings on fiscal matters and other areas of responsibility; attends meetings with City and Department attorneys to address concerns within the Records Department, Witness Management, Criminal Intake, and Property and Evidence Unit; and creates innovative ideas and solutions to resolve challenges with the Department.

Establishes objectives for respective sections consistent with departmental goals; recommends disciplinary action up to and including termination of all assigned employees; suspends employees pending disciplinary investigation; and relieves employees from duty under justifiable circumstances.

Prepares bid specifications as requested. Evaluates bid packages to determine lowest bidder, whether bid meets specifications, and recommends acceptance/rejection of bid.

Researches commodities to determine appropriate vendors and makes recommendations to Purchasing. Meets with various vendors, sales representatives, and supervisors of various companies for possible purchase of supplies, services, and materials or to resolve vendor complaints.

Analyzes, develops, and/or revises civilian/civil services procedures and systems and recommends improvements/cost reductions.

Provides input as to the formulation of collective bargaining agreement proposals; administers collective bargaining agreements; and reviews grievances in reference to contract compliance.

Ensures accurate filing, retention, release, and disposition processing of Police reports, traffic citations, subpoenas, supply issues/inventory and equipment, found property, evidence, payroll, and budgetary documents.

Serves as a Department liaison regarding personnel, data processing, budget, payroll, supply, property/evidence, Police reports, final court dispositions, UCR coding, and records destruction.

Manages the Police Support Services Division daily operations including daily planning and scheduling of respective Units/Departments.

Manages the Orlando Police Department Support Services Division including daily planning and scheduling of respective Units/Departments; reviewing and evaluating Department policies and procedures; submitting changes and modifications to existing policies to enhance and maximize efficiency; and ensuring compliance with Department mission and vision.

Conducts Department assessments with Unit supervisors to identify deficiencies and trends within respective areas of responsibilities. Implements workable solutions suitable to address and/or alleviate challenges within the divisional workforce.

Manages and coordinates Facility Management work requests; oversees the alterations and improvement facility budget; plans and coordinates with City Facility Management in regards to building security concerns; and performs security assessments to mitigate security threats at Police facilities.

Meets and manages City vendors and contractors to ensure compliance with Department policies and procedures as it relates to security and access control while performing respective services. Ensures contracts are adhered to as written before approving requested services.

Regularly meets with City Information Technology Department to identify access control deficiencies and cyber threats.

Regularly meets with Department senior leadership staff to brief them on growing trends and challenges; submits recommendations to maintain the standard of excellence in law enforcement.

Manages the new hire policy to ensure compliance with City Human Resources guidelines. Evaluates, reviews, and manages the new hire policy for civilian employees; attends monthly captain's meeting to discuss Department policies and procedures.
