Job Description
 
Performs professional, administrative, and managerial work in the Division of Streets and Drainage. Assists the Division Manager in the overall management of the stormwater, aquatics, street cleaning and street construction, and maintenance operations. Primary duties include developing maintenance programs for stormwater conveyance facilities; reviewing plans and specifications for the construction and/or renovation of storm drainage systems; and coordinating, scheduling, and supervising construction projects. Work is performed under the general direction of the Streets and Stormwater Division Manager and reviewed through staff conferences, oral and written reports, and results obtained in meeting program objectives.

Minimum Qualifications:

Bachelor's Degree in Engineering, Construction Management or related field plus four (4) years experience in the planning, design, and maintenance of storm drainage systems including at least two (2) years supervisory/management experience; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Experience in aquatics, lakeshore management, and street construction highly desired.
 
Responsibilities
 
EXAMPLES OF WORK PERFORMED: Note: The listed duties are only illustrative and are not intended to describe every function that may be performed by this job class. Plans, designs and develops programs for monitoring and maintenance of stormwater conveyance facilities (i.e. approximately 100 miles of pipe, several thousand catch basins, manholes, and inlets, 30+ retention areas and approximately 65 miles of ditches and canals and approximately 200 drainage wells, and over 250 pollution control devices). Schedules, establishes work priorities, and coordinates major construction projects; directs through subordinate supervisors such activities as constructing, repairing or replacing storm drainage systems, repairing and cleaning of drainage wells, storm water lift stations, pollution control devices, alum injection systems, open drainage systems underdrain, aquatic management programs and lakeshore management. Schedules, establishes work priorities, and coordinates major projects on all maintenance activities within the right-of-ways of all City and Florida Department of Transportation streets and highways within the City limits to include asphalt, concrete, guardrail, fences, litter removal activities, and both in-house and contract mowing. Reviews work schedules prepared by subordinate supervisors to ensure compliance with Master Maintenance plan; monitors work activity reports to ensure activities being completed as scheduled; resolves problems and conflicts that impede work programs. Develops for City Engineer's approval a comprehensive emergency flood control plan to ensure damage is minimal when floods/storms occur. Directs stormwater operations during floods or other natural emergencies. Reviews plans and specifications relating to storm sewer, ditch and retention/detention pond maintenance, construction and/or their reconstruction to determine manpower requirements, and cost of equipment and personnel needed to construct and/or maintain projects. Estimates costs and recommends modifications as needed using knowledge of engineering principles and regulations pertinent to stormwater operations. Reviews and analyzes the availability, cost effectiveness and utilization of new/existing equipment and materials and recommends the acquisition/disposition of new or additional equipment. Participates in the development of specifications for equipment or contractual services, reviews and evaluates bids and recommends vendor/contractor. Monitors the work of outside contractors for stormwater projects; consults with contractors to resolve problems; recommends approval or disapproval of requests for change orders for projects. Represents City Engineer at various city, county, and state meetings to plan and coordinate construction projects, provide advice on engineering matters, justify equipment and discuss other issues related to aquatics, stormwater operations, and property control. Participates in the development of Division's annual budget; formulates performance standards and operational goals for City Engineer's review; controls expenditures to ensure proper utilization of funds. Compiles and prepares required management reports. Assists Division Manager in planning for future expansions and other capital improvement projects. Selects and evaluates personnel; counsels employees; administers disciplinary actions, recommends promotions and salary increases; serves as initial and/or secondary respondent to employee grievances. Monitors the current work order system and coordinate with the managers/ supervisors for a timely response or repair. Performs annual performance reviews with the management team. Performs other duties as assigned.
