Job Description
 
Performs administrative and professional work, serving as the principal assistant to a department director. Work involves responsibility for directing and coordinating departmental administrative functions, such as the development of operating budgets and related reports, the development and/or revision of procedures, and the management of special research projects. Performs a variety of tasks to relieve the director or department head of administrative details. Work is performed under the general direction of the department director. Work is reviewed from an overall standpoint upon completion through discussion, evaluation of reports submitted, and results obtained.

Minimum Qualifications:

Bachelor's Degree in Business, Public Administration, or related field and four (4) or more years administrative and supervisory experience, including project management, budget development, and administration; or an equivalent combination of education, training, and experience. Excellent interpersonal and writing skills required.
 
Responsibilities

Coordinates and/or conducts special studies and surveys of operational and administrative problems of major importance; analyzes findings and recommends solutions; completes reports of findings; and participates in long range planning for new and/or expanded programs.

Confers with and responds to persons requesting service or making complaints; investigates complaints; and recommends appropriate actions.

Coordinates the development and submission of annual operating budgets,

monthly/quarterly reports, grant applications, and related documents.

Reviews submissions for completeness and compliance with policies; monitors expenditures for special contracts; and authorizes payments.

Develops, revises, and/or coordinates the revision process of departmental policies and procedures.

Consults with and advises employees, managers, outside agencies, and the general public regarding departmental policies and procedures.

Participates in development of specifications for contractual services, evaluates proposals, and recommends selection of vendors.

May represent the department director at meetings; serves as liaison with other departments and outside agencies.

May supervise staff assigned to the Director's office.

Performs managerial and professional work planning, directing, managing, and evaluating the operations of the City’s neighborhood relations, outreach, and engagement initiatives.

Manages the City's Neighborhood Relations programs; ensures the neighborhood relations initiatives are fostering partnerships with the City.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of the principles and practices of assigned area (e+g+

Families, Parks and Recreation, Human Resources, Public Works).

Knowledge of the laws and regulations governing assigned area.

Knowledge of training techniques and presentation skills.

Knowledge of policies and procedures of City government.

Knowledge of basic accounting principles/practices and statistical research methods/techniques.

Knowledge and understanding of local, state, and federal discrimination laws in the areas of employment, housing, and public accommodations.

Knowledge of Florida statute regarding landlord and tenant issues.

Ability to detect errors and make corrections in written correspondence, budget documents, reports, etc.

Ability to establish and maintain effective working relationships with employees, City Officials, and the general public.

Ability to coordinate various projects in an efficient and effective manner.

Ability to effectively communicate, both orally and in writing.

Ability to make presentations and conduct training.
